The Content Outline for the MLO SAFE Test with UST Has Been Updated

As of December 15, 2014, the SAFE MLO National Test with Uniform State Content will reflect changes to the content outline.  The changes include a slight adjustment of the section weightings, reorganization of a few subtopics, revisions to the reference list, and the addition of these subtopics:

– Mortgage Acts and Practices – Advertising (Reg N)
– Electronic Signature in Global and National Commerce Act (E-SIGN Act)

Test candidates taking the test on or after December 15, 2014, are advised to prepare using the new version of the outline with the Effective Date of November 1, 2014.

Test candidates scheduled to take the test prior to December 15, 2014, should continue to prepare using the outline with the effective date of January 18, 2014.

The Testing Page of the NMLS Resource Center includes both versions, and can be accessed here. If you have any questions, please contact Matt Comber, Sr. Manager, Test Development and Maintenance, at mcomber@csbs.org.

Requirement to Issue Course Completion Certificates and Credit Bank on Time

With the MLO license renewal season well underway, NMLS has received a spike in student inquiries regarding course completion certificates and credit banking. Taking the following actions to set expectations will reduce complaints and will assist with the renewal process.

Issue Course Completion Certificate – NMLS requires that at the end of every course the student be issued a completion certificate. Setting expectations at the beginning of the course about when the student will receive the certificate and following through will help to eliminate question and improve course provider’s administration scores. The requirements for what needs to be on the certificate are in Section 1.14 of the Functional Specification. The certificate is important because NMLS and state regulators will ask for it if there is ever a question about the course.

Credit Bank on Time: One of most frequently call/e-mail topics of the renewal period is from MLOs inquiring about missing course credit.   Courses appear on the MLO’s record immediately following the successful completion of the credit banking process (there is no delay).   Here are the top reasons why a course may not appear on the record:

  • The provider reported a large number of students and an individual was missed.
  • The credit banking process was initiated but not finished (usually because the fees were not paid and the roster expired).
  • MLO did not have or did not provide the correct NMLS ID number. (If an MLO needs help with their NMLS number please refer them to the Call Center at 855-665-7123.)
  • The course provider did not report within seven (7) calendar days of the course end date.  Credit banking as soon as possible after the course end date will help to reduce the number of calls/e-mail we all receive.

The EMS provides a roster report number and an e-mail confirmation at the successful completion of the credit banking process.  Thee reports are accessible to both course provides and SRR staff and can be very useful to confirm that an MLO’s course was reported.

Again, setting expectations at the beginning of the course about when the student’s course completion will be reported to NMLS will help to reduce anxiety and customer service calls.
